Public Expenditure Management in Denmark - Part 1

There is political agreement in the Folketing (Danish parliament) on a new Budget Act, containing, among other elements, 4-year rolling expenditure ceilings for the central government, regions and municipalities. This entails stricter public expenditure management. The measures are implemented after almost 20 years of growth in public consumption exceeding the medium-term plan targets. The overruns are to a large extent due to the municipalities spending more money than agreed with the central government. However, this trend has not been observed during the last few years due to the introduction in several steps of sanctions on the municipalities for exceeding the level of expenditure agreed with the central government.
