Testing with ethical hackers continues in the financial sector

Danmarks Nationalbank and the individual participants in the TIBER-DK programme have decided to continue testing with ethical hackers in future. The decision is based on the good experiences with the tests, the purpose of which has been to strengthen cyber resilience and thus promote financial stability.

Danmarks Nationalbank works to increase operational resilience in the financial sector, including resilience to cyber attacks. The action is taken in close collaboration with the financial sector and relevant public authorities in the Financial Sector Forum for Operational Resilience (FSOR). FSOR held its 14th meeting yesterday.

TIBER-DK is a joint initiative, which stands for Threat Intelligence-based Ethical Red Teaming. Danmarks Nationalbank is the authority for TIBER-DK. Since January 2019, threat-based red team tests have been conducted in close collaboration with the systemically most important banks and the critical parts of the Danish financial infrastructure, including Danmarks Nationalbank. In a TIBER test, ethical hackers simulate cyber attacks from, for example, organised criminal hacker groups to test cyber resilience and the response to cyber attacks.

There are good experiences with the TIBER tests, which are instructive for all parties involved. The test provides specific learning about current advanced cyber groups' methods and how the individual organisation can defend itself against their attacks. In addition to the learning that comes from the individual tests, there is also learning from the tests of others. In April, TIBER-DK experiences were shared with senior management representatives from the TIBER-DK participants.

TIBER-DK is based on the TIBER-EU framework developed by the European Central Bank. TIBER-DK was one of the first TIBER programmes, which have since spread across Europe.
