The introduction of Instant Payment Regulation (IPR) in 2024 will result in changes to the Settlement Finality Directive (SFD) and Revised Payment Service Directive (PSD2), which allows e-money institutions and payment institutions to become account holders at the Danish central bank.
The background for the legislative change is a desire to increase the efficiency of the European retail payment market by, among other things, facilitating easier access as well as increasing competition and innovation in the payment area. This aims to ensure a wider adoption of instant payments.
From April 2025, Danmarks Nationalbank will therefore offer a settlement account to e-money institutions and payment institutions for settlement purposes.
Danmarks Nationalbank's requirements for participation follow the applicable terms and conditions for accounts in TARGET DKK, which describe, among other things, requirements for technical and operational suitability.
